The 20th annual Golden Harvest Awards Breakfast will be held on Oct. 6 at Abigail Kirsch at Tappan Hill in Tarrytown. The honorees include the first African-American woman to serve as a Westchester County legislator, a long-time leader in the regional banking industry, and a major Westchester hospital.
This year the WPPP is also presenting a special Distinguished Service Award to one of its former presidents.
“These are very special awards,” said Westchester County Executive Robert P. Astorino. “This year’s honorees represent achievements and commitments to our community that exemplify the very best in Westchester.”
Senior Services Directory of Westchester Public and Private Resources
The partnership is a coalition of government, business and voluntary service agencies that develop resources and services to help seniors remain independent and active members of the community. The proceeds are raised through the annual “Senior Services Directory of Westchester Public and Private Resources,” and are used to supplement work of the county’s Department of Senior Programs and Services.
The directory is distributed at the breakfast and throughout the county. It is a venue for businesses and organizations to showcase their service or product to more than 2,000 seniors and senior caregivers as well as to 400 prominent community, civic and business leaders.

The Honorees:
Humanitarian Award
The Hon. Pearl C. Quarles – a person of many “firsts” – will receive the Golden Harvest Humanitarian Award. Quarles was the first African-American woman to serve as a Westchester County Legislator, the first African-American to serve as president of the New Rochelle Board of Education and the first African-American to be hired in a “white collar” position in Westchester’s banking industry.
In addition, Quarles served as the first female chair of the board of trustees of Shiloh Baptist Church in New Rochelle, and currently is a member of the executive committee of the New Rochelle chapter of the NAACP.
Most of Quarles’ business experience has been in the field of accounting, and she was the comptroller/office manager of a major private company for 19 years. In addition to serving as a legislator she worked for Westchester County as a specialist in job development and employee training.
Quarles has always been a volunteer at numerous community organizations and currently serves on the board of directors at United Hebrew, a health care and rehabilitation facility in New Rochelle.
Leadership Award
William M. Mooney, Jr., will receive the Jim Curran Leadership Award. Since 2004, he has been president of The Westchester County Association, a leading business organization, and has been a prominent force in the metropolitan region’s business and banking community.
Mooney has had a long and distinguished career in the banking industry. He served as executive vice president of Union State Bank, where he managed retail banking activities. Earlier in his career, he had worked for Chase Manhattan Bank and Chemical Bank with responsibility for all retail and small business activities in the metropolitan area.
Long active in philanthropic efforts and community service, he has been chairman of United Way of Westchester and Putnam, St. Thomas Aquinas College and the Westchester Partnership for Economic Development.
Corporate Award
White Plains Hospital will receive the Golden Harvest Corporate Award, and it will be accepted by Jon B. Schandler, its president and chief executive. The hospital is a longtime partner of the Pubic/Private Partnership for Aging Services. Schandler has directed the major renovation and repositioning of White Plains Hospital as a leading healthcare provider in Westchester County.
Distinguished Service Award
The Distinguished Service Award will go to Allan D. Rosenberg, a CPA and a partner in O’Connor Davies Munns & Dobbins, a CPA and consulting firm that serves the tri-state area. O’Connor Davies received the Corporate Award two years ago. Rosenberg is the immediate past chair of the Public/Private Partnership.
