Located in the Department of Environmental Facilities – Various Locations: Under supervision of a higher level professional, an incumbent in this position is responsible for performing, conducting and interpreting various environmental chemical, physical and bacteriological analyses of water, wastewater, estuarine water and other environmental materials, for the detection of elements and compounds following established New York State and Environmental Protection Agency procedures to insure that all tests adhere to established standards of proficiency.  The incumbent must maintain a satisfactory rating of performance for those procedures for which approval has been granted to the laboratory by the New York State Department of Health.  The incumbent in this position will be designated laboratory director of the laboratory they supervise; therefore, the incumbent must have and must maintain credentials which are approved by the New York State Department of Health.  This position may provide instruction to subordinates in laboratory procedures or specific chemistry analysis.  Does related work as required.

 

REQUIRED:  A Bachelor's Degree* including 16 credits in chemistry or biology; and 4 credits in microbiology and two years experience in an environmental chemistry laboratory or related chemistry experience in instrumentation or methodology used in an environmental chemistry laboratory.

 

SUBSTITUTIONS:  A current Wastewater Treatment Plant Operators certificate issued by the NYSDEC or 3 credits in sanitary microbiology may be substituted for the credits in microbiology.

Located in the Department of Environmental Facilities – New Rochelle: Under general supervision, an employee in this class performs recurring manual duties in connection with the operation of complex heavy motor equipment, works as part of a work crew, and performs manual labor in connection with assignments. While the incumbent receives general direction from a supervisor, responsibilities includes the safe, efficient operation and care of the equipment. This level differs from the Motor Equipment Operator and various other Maintenance Mechanic titles in that the primary function of this job is the operation of equipment requiring a Commercial Driver's License, "A."  Incumbents of this class are commercial drivers as defined under the Commercial Motor Vehicle Safety Act and must meet the qualifications stated therein. Supervision may be exercised over subordinate employees.  Does related work as required.

 

REQUIRED:  Possession of a valid, current New York State CDL “A” license as defined under the Commercial Motor Vehicle Safety Act, completion of a standard grade school course and three years of experience in the operation and upkeep of heavy automotive equipment.

 

SPECIAL REQUIREMENTS:  (1) Incumbents must possess license endorsements appropriate to the assignment and maintain appropriate license and endorsements throughout their course of employment in this title. Under New York State law applicants for the CDL must be 21-years of age. Located in the Department of Environmental Facilities – Various Locations: Under general supervision, incumbents of this class independently perform a wide variety of skilled labor, semi-skilled trades and repair activities in either grounds or building maintenance, or at other County facilities.  An incumbent may work in a broad range of trades or may be assigned primarily to one trade, depending on departmental needs and employee skills. Workers may assist higher-level, skilled trades workers, or work alone in the more routine aspects of a skilled trade.  Some incumbents will function as a “building superintendent” by performing routine maintenance and repair independently, and calling in skilled trades workers for more complex repairs.  Typical work situations involve using initiative and decision-making skills in performing assignments that are given verbally, in writing and for those that are self-prioritized. Incumbents are expected to exercise judgment by independently making a variety work decisions, such as deciding which projects should be performed by higher-level maintenance personnel. This class differs from Maintenance Worker (Utility) in that incumbents independently perform work involving semi-skilled trades as well as skilled labor, and work usually involves a greater level of independence in choice of method and priority. Depending on assignment, incumbents may function as an apprentice to journeyman-level trades workers. Although supervision is not a responsibility of this class, incumbents may provide oversight and guidance to lower-level maintenance employees.  Does related work as required.

 

REQUIRED: Five (5) years of work experience, three (3) years of which must have been in grounds maintenance or general maintenance and repair work.

 

SUBSTITUTIONS:  (1) Satisfactory completion of high school, or possession of an equivalency diploma, may be substituted for the two years of general work experience.  (2) Satisfactory completion of a pertinent high school level vocational course may be substituted for one year of the specialized experience.  (3) Satisfactory completion of a pertinent one or two year post-high school or trade school program may be substituted on a year for year basis for the specialized experience.  (4) Satisfactory completion of 30 college credits may be substituted for one year of the specialized experience.*

Located in the Department of Environmental Facilities – New Rochelle: Under general supervision, the incumbent implements, coordinates and monitors assigned special programs for the Department of Environmental Facilities focused on recycling and solid waste management.  The incumbent is responsible for report and data management relating to solid waste and recycling in the County.  This involves interaction with private haulers and County facilities to collect data and create analyses for State required reporting in support of the Westchester County Solid Waste Management Plan. An important focus of the position is coordination of recycling education programs, including facility tours, and community outreach programs for businesses, municipal and private haulers, schools and community organizations. REQUIRED:  High school or equivalency diploma and either: (a) Bachelor’s Degree* in Environmental Science or closely related field and one (1) year of experience involving planning, implementation or evaluation of solid waste or environmental resource management programs; or (b) Bachelor’s degree and two (2) years of experience involving planning, implementation, or evaluation of solid waste or environmental resource management programs.

Located in the Department of Environmental Facilities – Yonkers: Under general supervision, an incumbent performs a wide variety of journeyman level welding work including the layout of jobs sufficiently complex to require advance planning and the maintenance of necessary supplies and records. Work is performed with considerable independence in accordance with American Welding Society (AWS) Codes, OSHA guidelines, and EPA regulations, but with the opportunity for conferences with supervisors on welding arrangement, amounts and types of material to be used and on related welding problems. Work may be generated by verbal or written instructions or on own initiative. Incumbent may function as lead worker on specific projects, may work alone or as part of a crew and may supervise a number of lower level maintenance and labor employees. The journeyman is fully proficient in the skills and practices of the trade, with the full knowledge of the principles, tools and techniques. The journeyman has responsibility for determining methods, techniques, materials, and/or devices best suited to complete projects. Work at this grade may be completed with little or no check during progress or on completion. Supervisor may check overall work to see that it meets trade standards. Does related work as required.

 

REQUIRED:  Either:  (a) high school or equivalency diploma and four (4) years of experience in welding, which included cutting, brazing and soldering; or (b) four (4) years full time experience, where a significant part of the position was welding, including cutting, brazing and soldering under a journeyman welder who provided training and experience equivalent to that given in an apprenticeship program.

 

SUBSTITUTION:  Apprenticeship training in welding or training gained by the completion of technical courses in the trade or at a school or institute or branch of the Armed Services, may be substituted for the above training and experience on a year for year basis.

 

SPECIAL REQUIREMENTS:  (1) Possession of a valid license to operate a motor vehicle in the State of New York will be required at time of appointment and maintain same while in the title.  (2) Depending on work assignment, must meet standards of OSHA regulation 1910.134 Respiratory Protection, and will be required to meet Federal, State and local standards with respect to health and safety.

Located in the Solid Waste Commission’ Office – White Plains: Under the supervision of the Director and/or Deputy Director of Solid Waste, an incumbent of this class is responsible for performing inspections, investigations, research and related administrative support and staff functions for the Westchester County Solid Waste Commission related to the Westchester County Solid Waste and Recyclables Collection Licensing Law.  Duties involve performing inspections of solid waste facilities including transfer sites and recycling centers, as well as the facilities, offices and equipment of businesses engaged in refuse collection, transport, processing or disposal, conducting site visits and audits and may accompany a collection route and observe operations. Duties also involve analyzing data available to the Commission to assist in identifying of potentially fraudulent/criminal activity. The senior-level classification is distinguished from the lower-level Solid Waste Inspector in that the incumbent in that an incumbent handles the more difficult investigations and complex data analysis. Further, this position takes a more active role in conducting the required preliminary background investigations on companies and their principals prior to any action being taken by the Commission. While supervision is not a responsibility of this class, guidance and leadership is provided to Inspection and support staff, as needed.  Does related work as required.

 

REQUIRED: Possession of a high school or equivalency diploma and either: (a) five (5) years of experience, where the primary function of the position was in either inspection, code enforcement field, or the law enforcement fields; or (b) five (5) years of work experience, which included evaluating financial data, auditing documentation, or conducting criminal or quasi-criminal investigations; or (c) five (5) years of administrative experience, which included or was supplemented by three(3) years of experience in law enforcement which included experience conducting investigations

 

SPECIAL REQUIREMENT: Current status as a Peace Officer in New York State.

 

SUBSTITUTION: Satisfactory completion of 30 credits* may be substituted on a year for year basis for up to three (3) years of the above stated experience.

REQUIRED:  A Bachelor's Degree* in Toxicology, Chemistry, Pharmacology, Biochemistry, Biology, Medical Technology, or closely related field, which must have included or been supplemented by twenty credit* hours in chemistry; and either: (a) a Master's Degree* in one of the above stated fields and one (1) year of recent Toxicology experience in a Toxicology laboratory; or (b) two (2) years of experience in a Toxicology laboratory within the last five years.

 

SUBSTITUTION:  One (1) year of recent experience (i.e. within the last 5 years) in either a pharmacology laboratory, a pharmaceutical laboratory, or a forensic drug laboratory, which must have included experience with one or more of the following: GC (gas chromatography), GC/MS (gas chromatography/mass spectrometer), HPLC (high performance liquid chromatography), LC/MSMS (liquid chromatography/tandem mass spectrometer) immunoassay testing and/or UV instrumentation, may be substituted for one (1) year of the required toxicology laboratory experience.

 

SPECIAL REQUIREMENT: Possession of a valid license to operate a motor vehicle in the State of New York will be required at time of appointment and maintain same while in the title.

Performs chemical analyses for the quantitation of alcohol. Responsibilities include, the technical training of personnel, performing complex analyses, and conducts research and development projects. The incumbent is responsible for troubleshooting technical issues on instrumentation and for coordinating maintenance of same. This title is distinguished from the Toxicologist by the incumbent’s depth of involvement in complex examinations, along with the requirement to oversee the maintenance and effective operation of assigned laboratory instrumentation. Does related work as required.

 

REQUIRED:  A Bachelor's Degree* in Chemistry, Pharmacology, Toxicology, Biochemistry, Biology, Medical Technology, or closely related field, which must have included or been supplemented by twenty credit** hours in chemistry and four years of recent (within the last seven years), responsible experience in an approved Toxicology Laboratory.
