Section 119.51 of the Westchester County Charter, The Bureau of Purchase and the - control the purchase, storage and distribution of all supplies, materials and equipment required by the County, or any County department, institution, office, or agency; and before making any purchase or sale is required to invite competitive bidding under such rules and regulations as the County Board by act may establish; - establish and maintain a central purchasing system; - establish and enforce standard specifications with respect to such supplies, materials and equipment; - inspect or supervise the inspection of all deliveries of supplies, materials, and equipment and determines their quality, quantity, and conformance to specification; - maintain and has charge of such storerooms and warehouses of the County as may be provided by the act of the County Board; - disburse and transfer the supplies, material and equipment in his custody among the County departments, institutions, offices or agencies, upon requisitions signed by such officers or employees as each department shall designate; - sell or lease any surplus, obsolete, or unused supplies, materials and equipment; - perform such other duties, not inconsistent with those herein enumerated, as may be required by the Commissioner of Finance, the County Executive, or the County Board.
