NOISE ABATEMENT AT WESTCHESTER COUNTY AIRPORT
The Environmental Department is committed to reducing
the impacts of aircraft noise.

In the early 1980's, the Westchester County Airport was one of the first airports in the country to establish a full-time Noise Abatement Office and to install a Noise Monitoring System.  Today, the Noise Abatement Program is managed by the Airport’s Environmental Department.  It is the responsibility of the Environmental Department to monitor compliance with the voluntary noise abatement programs, respond to citizen noise concerns and to research new noise abatement initiatives in an effort to help reduce the impact of aircraft noise on the surrounding residents.

The Environmental Department operates a 24-hour Noise Hotline Number (914) 939-8484 which citizens can call to register a noise complaint.  The Environmental Staff investigates all complaints registered and if able identifies the aircraft associated with the noise concern.

The Environmental Department proactively seeks to inform aircraft operators of citizen noise complaints and to increase noise abatement awareness through pilot informational handouts, national pilot publications, airfield signage, pilot educational videos and motivational awards.  

The Westchester County Airport has several Voluntary Noise Abatement Programs and Procedures to help reduce aircraft noise. 

  • Voluntary Restraint From Flying (VRFF) period from 12 midnight to 6:30am.  In an effort to reduce aircraft operations at night, all operators are requested to avoid flying between 12 midnight and 6:30am. The Environmental Department identifies and contacts all operators who arrive or depart during the Voluntary Restraint From Flying (VRFF) period.
  • High Range Noise Event (HRNE) limit at 93.0dBA or above.  In an effort to notify pilots of loud aircraft noise events, all operators who generate a noise event at or above 93.0dBA are contacted.
  • Noise Abatement Aircraft and Helicopter Flight Paths.  All operators are requested to follow the published noise abatement paths and to use their aircraft manufacturers recommended noise abatement arrival and departure techniques.      

The Environmental Department publishes all noise, operational and complaint data in the monthly “Airport Monitor” newsletter.  

The County of Westchester and the Environmental Department truly understands the aircraft noise concerns of the surrounding residents.  The Environmental Department is committed to working in a cooperative effort with the community and aircraft operators to research and implement all possible methods to minimize aircraft noise.

Special noise abatement programs have been specifically developed to help reduce noise levels in the vicinity of the airport. We ask that all operators participate to their fullest. As always, safety is paramount. Your cooperation is greatly appreciated.
  • Voluntary Restraint From Flying (VRFF) In effect, daily from midnight to 6:30 a.m.
  • High Range Noise Event Program (HRNE) Noise event threshold is set at 90.0 dBA
  • Intersection Takeoffs
  • Maintenance Runups with map layout of runup pads 1 and 2
